Winsar Publishing Company is proud to announce its silver jubilee anniversary having completed 25 years in the publishing industry while continuing its dedication to promoting mother tongue writing by showcasing the creative skills and literary talent of Uttarakhand and giving a voice to the aspirations of our esteemed readers! Sharing this achievement with you gives me immense pleasure as we at Winsar have considered it our responsibility to present factual content with a high level of in-depth research, in terms of the historical, literary, linguistic, cultural, religious, lifestyle-oriented, environmental and situational, geographical and political facts and events that have shaped Uttarakhand in the past 25 years. 

The challenges of publishing books with meaningful content on all subjects related to our Himalayan state of Uttrakhand are no doubt evident to all. I have looked at publishing books not from the point of view of a business, rather it has been the company’s mission to attempt to provide a conducive environment for studying with suitably graded materials for school students as well as candidates preparing for various competitive examinations who are living in far away villages and remote rural areas of the State.

This 29-year-long journey in publishing has made me more aware of our responsibilities. We acknowledge that this realization is the net result of the affection of our readers and the creative work of our talented writers, who have inspired us not only to set higher goals but also function as a yardstick for maintaining excellence and continuous progress.

Under the auspices of the National Book Trust, our company has been attempting to make the literature of Uttarakhand available to readers of all the states in the country through our participation in the World Book Fair organized in Pragati Maidan of New Delhi, since even before the inception of the state of Uttarakhand (5-13 February, 1998) to the present (1-9 February, 2025).

Winsar’s dedication has earned it several prestigious recognitions. Many affiliated writers have received national honors, including the Padmashree and Shiksha Puraskar. Winsar’s publication UTTARAKHAND UTPAAD – UTTARAKHAND UPHAAR was awarded a national tourism sector award, reflecting its commitment to promoting local products and culture under the “Vocal for Local” theme. Other writers have also been recognized by the Sangeet Natak Academy and various regional and national organizations, further showcasing Winsar’s significant role in the literary and cultural landscape of Uttarakhand.

Winsar’s aim is to collaborate with intellectuals and established writers to publish educational materials that preserve and promote Uttarakhand’s cultural heritage. The objective is to inform readers about the sustainable use of natural resources while creating self-employment opportunities tailored to local needs. Winsar also ensures that updated General Knowledge and relevant information for competitive exams are made available, especially to children in remote villages. By offering timely and affordable literature, Winsar supports both education and self-sufficiency in Uttarakhand’s rural regions.

Overview and Achievments

Ever since the inception of the State of Uttarakhand, Winsar has been publishing the Hindi and English versions of the Winsar Uttarakhand Year Book annually focusing on transmitting all aspects of the history, culture and tourism related news as well as the contemporary events of the entire year

In line with the New Education Policy (NEP) 2020, Winsar Publishing made a significant contribution to the preservation of regional languages by publishing Garhwali language textbooks for students in classes 1 to 5. This initiative, introduced in 2019, was the first of its kind in Uttarakhand, aiming to teach young students their mother tongue in line with the NEP’s goal of promoting “teaching in the mother tongue.” With the active support of the Collector of Garhwal, Dhiraj Singh Garvyal, and a dedicated editorial team, these textbooks have been distributed to primary schools in Pauri Garhwal and Rudraprayag districts. This effort has been instrumental in fostering cultural heritage and ensuring the Garhwali language remains relevant for future generations.

Winsar has had the privilege of publishing the works of many distinguished authors, including the renowned lyricist, singer, and composer, Garhratna Shree Narendra Singh Negi. His celebrated collections of songs, including KHYUCHAKANDI, GANYUN KI GANGA SYANYUN KA SAMODAR, TUM DAGADI YE GEET RALA, and TERI KHUD TERE KHAYAL, as well as his collection of poems AB JABKI, are published by Winsar. In 2024, Winsar continued its tradition of excellence by publishing the creative works of acclaimed writers such as Shree Anil Raturi, Lalit Mohan Rayal, Kuldeep Gairola, Sunita Chauhan, Dr. Kriparam Nautiyal, and Devesh Joshi.

In line with the New Education Policy (NEP) 2020, which encourages “teaching in the mother tongue,” Winsar made a groundbreaking contribution in 2019 by publishing Garhwali language textbooks for Primary 1 to 5 classes. This initiative, supported by the Collector of Garhwal, Dhiraj Singh Garvyal, and Winsar’s scholarly editorial board, aimed to provide students with foundational knowledge of the Garhwali language. These textbooks have been distributed to schools across the Pauri Garhwal and Rudraprayag districts, marking the first such effort in Uttarakhand. Winsar’s role in preserving regional languages like Garhwali, Kumaoni, and Jaunsari aligns with the larger goal of promoting cultural heritage.
